Pleasant Hill council to study General Plan changes Oct. 19

A study session at 100 Gregory Lane will look at possible amendments beyond General Plan 2040, a year after the city rezoned 1,072 parcels.

Pleasant Hill's City Council will hold a study session on the city's General Plan on Monday, Oct. 19, at 7 p.m. in the Council Chambers at 100 Gregory Lane.

The session is an update and a request for direction. Staff will brief the council on possible General Plan amendments beyond the ones already made in General Plan 2040, and the city is inviting residents to attend and comment.

The work goes back to Nov. 17, 2025, when the council adopted Ordinance No. 978. That ordinance updated the municipal code and rezoned 1,072 parcels across the city so zoning lined up with the 2040 General Plan and the 2023-2031 Housing Element. It came out of the city's General Plan 2040 process, which ran its final zoning ordinance and zoning map adoption hearing that same night at City Hall.

On March 16, 2026, the council held a study session on whether to revisit some of those land use decisions. It directed staff to consult the California Department of Housing and Community Development about the changes being suggested. The city says staff has been reviewing the council's direction since then and analyzing what the suggested modifications would do.

Nothing is being decided in October. A study session is a discussion, and the city says further information will come back to the council for continued discussion, with each meeting noticed in advance.

For anyone who owns property, rents or runs a business on one of the rezoned parcels, this is the meeting where the council gives staff its direction on any follow-up amendments.
