Contra Costa County Board of Supervisors Advances $4.2 Million Juvenile Behavioral Crisis Diversion Funding
Supervisors vote unanimously in Martinez to establish specialized psychiatric intake beds and 24-hour mobile crisis teams for Central County youth.

The Contra Costa County Board of Supervisors voted unanimously on Tuesday morning to approve a $4.2 million behavioral healthcare contract that will expand pediatric psychiatric intake beds and deploy dedicated 24-hour youth crisis stabilization teams across Walnut Creek, Concord, and central county communities. Meeting at the county administration complex in Martinez, supervisors affirmed that addressing adolescent mental health before court involvement represents the county's highest health priorities heading into the 2027 fiscal cycle.
Under the newly approved framework, Contra Costa Health Services will partner with regional clinical non-profits to operate an eight-bed crisis residential facility in Central County alongside mobile crisis response vans staffed by licensed psychiatric clinicians and peer support specialists. The initiative directly diverts adolescents undergoing severe emotional distress away from hospital emergency departments and juvenile detention, ensuring rapid de-escalation in therapeutic community environments. County health department data indicated that adolescent crisis calls have increased 28 percent over the past two years across the Interstate 680 corridor.
Civic leaders and mental health advocates from Walnut Creek, Lafayette, Danville, and Alamo testified during the public comment period, emphasizing the severe shortage of specialized local youth stabilization resources. Board members directed the county health director to submit quarterly progress audits detailing response times, diversion success rates, and school district coordination, ensuring full transparency across Contra Costa municipalities.
Families, educators, and community members can review the full resolution text, service territory maps, and mobile crisis dispatch protocols online at contracosta.ca.gov. Urgent adolescent behavioral health referrals and mobile crisis dispatch can be coordinated through the Contra Costa Crisis Center 24 hours a day at (925) 655-2000. County supervisors scheduled an initial implementation briefing before the Board of Supervisors Health Committee for mid-December.
