Walnut Creek’s The Foundry Food Hall Timeline Remains Uncertain

First cleared by city commissions in 2018 for a 24,472-square-foot food hall and outdoor venue across from Century Theaters, the 1250 Locust St. project has no confirmed construction or opening date after its developer reported a redesign in 2025.

Eight years after municipal commissions and the Walnut Creek City Council approved plans for an outdoor dining and entertainment complex known as The Foundry—and also referred to in city records as The Yard—the downtown project at 1250 Locust St. and part of 1501 Mt. Diablo Blvd. remains without a confirmed construction schedule or opening date, according to a Wednesday, Oct. 28, 2026 report by Angela Woodall for Patch Walnut Creek.

Original 2018 Approvals and the 24,472-Square-Foot Food Hall Plan

The project site sits across from Century Theaters in downtown Walnut Creek on properties that previously housed three restaurants and surface parking lots. According to city planning records cited by Patch Walnut Creek, the approved plans called for demolishing two existing single-story commercial buildings and constructing a 24,472-square-foot main food hall building with one story and a mezzanine level.

Under the design approved by city officials, the ground floor of the food hall was configured for approximately 23 food stalls, while the mezzanine level included one additional food stall alongside office space and storage. Outside the main structure, the site plan featured a landscaped public gathering plaza with two entertainment stages, a koi pond, outdoor games, a dedicated children's area, and alcohol service permitted until 11 p.m.

Commission Milestones and Multi-Year Extensions

The Foundry advanced through three city review bodies in the second half of 2018:

  • In July 2018, the Walnut Creek Planning Commission voted to approve the project.
  • In August 2018, the Walnut Creek City Council considered an appeal filed by neighboring restaurant Prima Ristorante and gave final council approval in September 2018.
  • In December 2018, the Walnut Creek Design Review Commission granted design review approval.

Following the initial approvals, the Design Review Commission granted a one-year extension in December 2019. When the COVID-19 pandemic disrupted commercial development timelines, a second extension was approved in March 2021, extending the design review approval through Dec. 18, 2022.

2025 Redesign Update and Current Status

As of Oct. 28, 2026, no construction date or opening timeline has been confirmed for the 1250 Locust St. and 1501 Mt. Diablo Blvd. site. According to Patch Walnut Creek, the project's developer stated in 2025 that he was redesigning the project, leaving the future layout and schedule of the downtown venue undetermined.
