The Contra Costa County Board of Supervisors will consider two countywide administrative items at its Tuesday, Nov. 3, 2026 meeting in Martinez: a $3 million contract amendment for printing and mailing County Voter Information Guides and a $60,000 preventive health incentive initiative.
$3 Million Amendment Raises Consolidated Printers Contract Cap to $10.5 Million
According to Claycord, the Clerk-Recorder-Elections Department is requesting board authorization to amend its printing agreement with Consolidated Printers, Inc.:
- Expanded Page Counts & Special Elections: The proposed amendment increases the contract payment limit by $3 million—raising the total ceiling from $7.5 million to $10.5 million—with no change to the current contract term running through Dec. 31, 2027.
- 100% General Fund Allocation: Funded 100% through the county General Fund, the contract covers printing, addressing, and mailing official County Voter Information Guides to every registered voter in Contra Costa County across primary, general, and special elections.
$60,000 Target Gift Card Program Aims to Reduce Preventive Care Disparities
In a separate consent item reported by Claycord, Contra Costa Health Services is seeking approval to purchase 2,000 Target gift cards totaling up to $60,000—an average of $30 per card—to encourage patients to complete essential preventive care:
- Targeted Wellness & Screening Visits: Distributed through the Contra Costa Health Plan and county clinics, the $30 gift cards will be offered to patients who complete routine wellness checkups, childhood immunizations, cancer screenings, and perinatal health appointments.
- Addressing County Health Disparities: County health officials noted that the incentive program is structured specifically to improve preventive screening rates and narrow documented health outcome disparities among Black residents across Contra Costa County.
