Regulatory relief for Contra Costa County homeowners and high-stakes contract decisions across the Bay Area’s three major professional sports franchises headlined regional news on November 7, 2026.

Bay Area Air District Pushes Zero-Emission Water Heater Mandate From 2027 to 2028

The Bay Area Air District Board of Directors voted to delay the implementation of new restrictions on gas water heaters by 1 year, moving the compliance deadline from January 1, 2027 to January 1, 2028 across the region, including Contra Costa County. Designed to reduce residential air pollution, the rules generally require property owners to install zero-emission alternatives—such as electric heat pump water heaters—when an existing natural gas unit reaches the end of its service life and must be replaced.

Air district officials emphasized that homeowners will not be forced to remove or replace working gas water heaters. Addressing public concern over the high upfront cost of appliance conversion and electrical panel upgrades, the Board of Directors also approved targeted exemptions for qualifying low-income households and for residential properties where electrical capacity or physical space limitations make installing a heat pump unit impractical.

49ers, Warriors, and Giants Navigate Contract Rights for Aiyuk, Porzingis, and Bader

In regional athletics, The San Francisco Standard examined how the Bay Area’s 3 major professional franchises are handling contractual rights for 3 prominent veterans who remain away from active competition:

  • Brandon Aiyuk (San Francisco 49ers): After signing a 4-year, $120 million contract extension in August 2024, the former 1st-round wide receiver tore his ACL in Game 7 (the seventh game) of the 2024 season. Although head coach Kyle Shanahan and the 49ers initially hoped Aiyuk might return midway through the 2025 campaign, the team eventually voided his contract guarantees and placed him on the "reserve/left squad" list for failing to report to team headquarters. Until this week, Aiyuk had not applied to the NFL for reinstatement.
  • Kristaps Porzingis (Golden State Warriors): After signing an extension in July, the center was declared out indefinitely by General Manager Mike Dunleavy as the team prepared to travel to Hawaii for training camp. Diagnosed in 2024 with postural orthostatic tachycardia syndrome (POTS), Porzingis is owed $20 million this season; the Warriors are currently withholding his pay for failing to render services while exploring whether his $20 million contract could be traded under NBA salary-cap rules.
  • Harrison Bader (San Francisco Giants): Added back to the Giants’ 40-man roster on Monday after missing the final 4 months of the season with a left foot injury, Bader was diagnosed with plantar fasciitis in May before aggravating the foot in a July scooter incident in the Marina District. The Giants suspended payment to Bader on July 31 and are evaluating whether to seek termination of his contract—which runs through the 2027 season—ahead of the November 17 deadline to protect prospects on the 40-man roster from the Rule 5 draft.
